Process Evaluation - Creatives Rebuild New York

In 2023, CRNY collaborated with external research partners to document and assess the design and implementation of both of our programs. These partners reviewed internal documentation and surveys, conducted interviews and focus groups with program participants and key partners, and worked with staff to synthesize the strengths, weaknesses, and key learnings that have emerged from our programs. These evaluations are intended to provide transparency into CRNY’s process—including the choices we made and the implications of those choices—so that others who are considering launching similar programs can learn from and build on CRNY’s experiences.

Recommendations for Future Programs

Program Design
  • Co-design the program with potential participants.
  • Clearly define the bounds of artists’ employment.
  • Build in a mechanism for small organizations to receive grants and hire artists.
  • Consider the timeline with grace.
  • Consider equity between regions and pay parity within organizations when determining artists’ salary.
Outreach and Application Process
  • Conduct thorough and equitable outreach.
  • Support matchmaking.
  • Design the application process to encourage collaboration and power-sharing.
Application Review and Selection Process
  • Align selection criteria with values.
  • Create a jury-of-peers review panel.
  • Ensure that data tracking aligns with values and intended impacts.
Ongoing Operations
  • Carefully consider salary and healthcare benefits, specifically how they may impact people with disabilities and others receiving public benefits.
  • Provide additional wraparound services for artists and organizations.
  • Lessen burdens on applicants and grantees.

Several arts organization leaders noted that they never before understood how much time and labor it takes for the artists they’ve been working with for years to actually do the work.
